JOB SUMMARY
The primary function of this position is to provide professional librarianship both in an assigned branch, and more importantly, system-wide. A Librarian will provide professional level leadership within their branch. They will be assigned system-wide oversight of projects, programs or area of specialty such as Adult Services, Access Services, Outreach, Programming, Youth Services, Collection Development, etc. These system-wide assignments may change over time to match department need and staff strengths.
ESSENTIAL JOB FUNCTIONS
  • Provides service for patrons in using library materials.
  • Evaluates and maintains the department materials.
  • Assists in developing policies, goals and objectives for the Library System.
  • Selects materials to be purchased which includes evaluating and replacement.
  • Plans and produces reports.
  • Participates in professional and community associations and organizations.
  • Trains library staff.
  • Manages all aspects of system-wide projects, programs or area of specialty they are assigned.
  • Enforces library policies regarding computer usage and Internet use.
  • Coordinates collection development, i.e. selection, acquisition and deselecting for materials as assigned.
  • Provides instructions and plans and implements special projects of community interest such as public programs, computer classes, etc.
  • Creates and distributes promotional and informational materials via social media, press releases, library displays, and exhibits.
  • Establishes and maintains contact with the public, including various community organizations.
  • Assists with the maintenance of the facility, inside and out, as well as the surrounding grounds via observation and reporting.
  • Initiates work orders and the ordering of equipment, furnishings and supplies.
  • Acts as stand-in for branch manager when appropriate.
  • Performs other related job duties as assigned.
QUALIFICATIONS
Education and Experience:
ALA accredited MLS degree required. 3 years minimum of prior related work experience preferred.

Knowledge, Skills and Abilities:
  • Substantial knowledge of the principles and practices of library science including reference interview techniques, collection development, readers’ advisory, and cataloging and classification.
  • General knowledge of public service management theory and practice of, including
    customer satisfaction, staff development and supervision methods, time management, organizational skills, and promotion and marketing techniques.
  • Substantial knowledge of the provision of library services to specialized groups, such as children, students, adult independent learners, recreational readers, and the disengaged community.
  • Considerable knowledge of computer and network applications for library services.
  • Superior human relations and communications skills.
  • Ability to plan, organize, perform, and evaluate work assignments with initiative and judgment, independently or with minimal supervision.
  • Ability to establish and maintain effective and productive working relationships with co-workers and the public.
  • Ability to oversee the work of a team engaged in providing specific services, completing specific projects, or assisting other units.
  • Ability to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills.
  • Ability to make decisions that govern the activities and behaviors of staff members.
  • Ability to oversee and manage more than two employees in the organization performing similar work.
PHYSICAL DEMANDS
The work is medium and requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force to move objects. Additionally, the following physical abilities are required:
  • Balancing: Maintaining body equilibrium to prevent falling while walking, standing or ouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
  • Crawling: Moving about on hands and knees or hands and feet.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing: Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Manual Dexterity: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Visual Acuity: Have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
