An employee in this class is responsible for performing complex technical and paralegal work in matters relating to the acquisition, sale, disposition and/or management of real property by a municipality. The incumbent assists in the preparation and/or review of complex real estate appraisals and is expected to independently prepare and/or review less complex real estate appraisals. The incumbent provides technical expertise in the compilation and preparation of documents for legal action, the progress of negotiations for the leasing, acquisition and/or disposal of real property, the monitoring of the management of municipally-owned property and structures, and/or the management of leaseholds and departmental space allotments. The incumbent is expected to exercise considerable initiative, resourcefulness and judgment in the conduct of work, while adhering to established administrative policy, technical principles and statutory mandates. Supervision may be exercised over a technical staff and/or a small unit within a departmental division. The work is reviewed through conferences and reports for compliance with established policies and procedures. Does related work as required.

The employee in this class performs moderately complex technical work in matters relating to the acquisition, sale, inventory, disposition, and/or management of real property by Suffolk County.

Reads and examines abstracts of title and clears title objections.

Examines and researches titles of property ownership by examination of public records and reference to deed/mortgage libers, tax records, court records and other legal documents.

Assists and prepares documents for real estate closings.

Conducts real estate closings of properties sold by Auction, Direct Sale or other means.

Drafts and provides proof of service as mandated by the Mennonite decision.

Manages the assembly of documents for surplus parcels of real property and prepares parcels to be auctioned.

Assists in the maintenance and disposition of the Suffolk County property inventory.

Posts and shows parcels prior to public auction.

Work public auctions and adjoining property owner auctions.

Conducts field inspections as necessary.

Prepares deeds for execution, sealing and acknowledgment;

Supervises the rental inspection or auction process, including preparation of appropriate resolutions and deeds;

Schedules and participates in title closings.

OPEN COMPETITIVE
Either:
(a) Graduation from a college with federally-authorized accreditation or registration by New York State with a Bachelor’s Degree, and four (4) years of experience in the appraisal, purchase, sale, acquisition, title search, or management of real property; or,
(b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and eight (8) years of experience in the appraisal, purchase, sale, acquisition, title search or management of real property; or,
(c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
NOTE: Possession of a New York State Real Estate Broker's license will substitute for one (1) year of the above experience.

PROMOTIONAL
One (1) year of permanent competitive status as a Land Management Specialist III or a Principal Title Searcher; or,
Three (3) years of permanent competitive status as a Land Management Specialist II.

Thorough knowledge of legal documents, legal terminology, tax laws, legal records and administrative procedures relating to real property transactions

Thorough knowledge of the principles, practices, methods and techniques of building space analysis

Good knowledge of the principles, practices, methods and techniques used in appraising real property

Good knowledge of current property values in Suffolk County

Ability to read and understand complex property descriptions, property conveyance documents, tax maps, zoning maps and property location plans

Ability to supervise and prepare property descriptions and legal instruments, such as releases, bills of sale, options and settlement agreements

Ability to negotiate settlements with claimants and legal counsel

Ability to maintain records and prepare comprehensive reports

Ability to establish effective working relationships with property owners, attorneys, staff members and others involved in property transactions and appraisal

This role is a Provisional Appointment
A provisional appointment, which occurs only in the competitive class, is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the position. In order to become permanent, the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position. Civil Service law does not compel the appointing authority to choose the provisional employee should he or she be one of the three candidates.
